What's with all the terrible, distracting, VERY bright colors in the Safari header since the last update to OS Tahoe 26.1? And is there any way to turn them off? I find them very distracting! They seem to be in psychedelic-like bright colors, mainly red, blue, and orange. Terrible idea!

Safari will take on the color scheme of the website you open.
If you open a website with a red background, Safari will take that color for the menu bar.
You can disable the option in the Safari Menu ➡️ Settings ➡️ Tabs ➡️ Show Color in Tab Bar.
Nothing like that on my Safari ‘headers’. Can you provide a screens screenshot?

That is the only place/app you see this "VERY bright colors" (?)
Quit the Safari.app and relaunch it holding the Shift key down and compare your results...
Is there a way to turn off the bright headers that have started appearing in Safari since the update to OS26?
