Mail rules not marking as read on PowerBook

I have some minor issues with my mail (across devices). My PowerBook I have rules set up to put certain mail in junk, and mark as read. The all the ruled junk mail goes into junk, but some of it won’t change to read. Only if I randomly tweak a rule to apply rules, dose it actually work. On my iPhone it shows me I have (12) emails in junk, but when I look junk is not showing anything.

not sure why I’m getting these issues, is it a setting issue, or is there a glitch in the os/ios
