The documents folder icon cannot display my customized picture anymore. I dont know why, since my mac updated, when I use the offical way to customize my folders, the jpeg cannot be displayed properly.

It could because the folder is part of what is referred to as a Signed System Volume. The work-Around is explained in this article. Look for the Title "Where it doesn’t work".

full disclosure, I haven't tried this (nor needed to try it) since Big Sur. but I'm interested to know if it still works.

Can you describe the problem in more detail? Are you talking about a single document or folder's (possessive) icon? Or the icon of the Documents folder itself? Your screenshots seem to be folders on an external volume or something. I just don't know what you're talking about.

What official procedure are you talking about? There are two of them. There's a new method in Tahoe that less customizable, but the old method still works.

Seems to work fine when I try it here. Hard to say what you're doing wrong since I don't know what you're doing.
PS: You said "since my Mac updated". Please clarify precisely what version of macOS you're using.
