How do I enable Messages on iPhone and Mac?

I cannot send messages on my iPhone or iMac today.

When I try to Send a message I Get the message: "Cannot Send Message ...," it apparently has to be enabled. I suspect I can enable it in Settings but I cannot find Messages or iMessage anywhere. What am I doing wrong?
