Live Translation not working

I am assisting a friend setting up the Live Translation feature using her iPhone 17 Pro Max and a brand new pair of AirPod 4 ANCs. We have Apple Intelligence on, 26.1 iOS, languages downloaded, and translate Apple open but there is no option for Live Translation. I have googled and according to everything it says we have all the right equipment and everything is setup correctly. What are we missing?
