Disable "Load Content Directly" in Mac Mail

Occasionally, my Mac Mail requires me to click "Load Content Directly" for the graphics to appear. How do I disable the "Load Content Directly" so my Mail will automatically load content? I am using a Mac Mini2020 running MacOS Sonoma (14.6.1).

Go to Settings > Privacy. Uncheck "Block All Remote Content".

De-selecting "Block All Remote Content" did not work. New mail since I tried that still requires me to click on "Load Content Directly" to see any graphics or imagery. Do you know of anything else that will allow automatic graphics/imagery display in Mac Mail v. 16.0 with MacOS Sonoma (14.6.1)?
