You are going to need to be much more specific on the transaction and the card being used. The Apple Wallet is just a location to store your cards. Apple Pay is just a secure method of making a transaction without the merchant knowing your actual card account number and uses tokens that are provided by your bank instead.
None of that changes the way you deal with the transactions made. Requesting a refund is done by contacting the merchant and disputing a transaction is done by contacting the credit card that was charged.
Is this for an app purchase or in-app purchase that is managed by Apple or something else?
