Zero byte Photos Library.photoslibrary in Trash after reboot on Mac

Whenever I reboot my machine, I find a zero byte Photos Library.photoslibrary in the trash. If I empty the trash and reboot it reappears. The previous question suggested a relationship with external drives with their own trashcans, but that's not the case here. I don't use Photos, but understand that many other programs do.

So, I decided to run Photos, in hopes that having a Photos Library.photoslibrary with more than zero bytes would fix the problem. It complains that it can't open Photos Library.photoslibrary because it is in Trash, and emptying the trash doesn't make any difference. OK, so I'll make a new one. It can't create a library called Photos Library.photoslibrary because that name is in use.

I could live with the zero byte file, I have lots of disk space, but I like the trash desktop icon to show when there is stuff in the trash. Now it doesn't do that because there is always a Photos Library.photoslibrary in the Trash.
