Accessing a deceased relative's Apple ID

Is there anyone out there in the UK that has been able to access a deceased relative's ID by getting a court order. Apple are asking for a court order and my solicitor has quoted me between £15-20k for taking this to court. Surely there must be a simpler/cheaper way? My brother did not set up a legacy contact before he died and the grant of probate notice is not sufficient for Apple. Any advice would be gratefully received.

You should obtain a legal and official document that says that you are the one official person that should have access to online accounts of the deceased. A lawyer specialized in family law should be able to help with that. It may not need a full blown court case (instead just paper work, but rubber-stamped by a judge) [UK law may be different from my local laws], if you are the obvious first-in-line beneficiary, without other contestants to this role, and/or have written permission for this role from all other beneficiaries.

(I am not a lawyer/your lawyer, and therefore this is not legal advice in that sense.)
