Tahoe 26.1 update automatically connected photos and I can't disconnect it

I updated to Tahoe 26.1 from Sonoma and previously did not have access to Photos on my macbook air. After the update, photos automatically connected my photos and there are no controls under Settings > Privacy & Security > Photos, only "Applications that have requested access to your photos will appear here".

How do I disconnect access to Photos?
