Iphone was stolen and cant receive otp because sim was in stolen iphone

Hi! I would like to ask how I can reset and upair my apple watch ultra 2? I cant unpair it because it needs 2 step factor authentication. I know the password of my apply ID , I just cant get the code. Hence, I cant unpair and reset my apple watch… who can I contact? Thanks!
