Who is the seller? If Apple, then it was likely never disassociated from another's Apple Account. If off hand, or from a third-party site (i.e. ebay or Amazon), you have been scammed. So, contact the seller, prequeisng a return. If they decline accepting a return, then contact the site, seeing if the seller can be held accountable, and if you can get your money back.
