Sign into your Apple account and subscribe to additional iCloud storage if you need more. As for your saved passwords, have you tried restoring from your last backup?
I was able to back it up last night but my Apple ID and apple password isn’t matching up neither is my iCloud I haven’t used this phone in couple years when I try reset apple password it ask for passkey it hasn’t saved it either
