Markup photos being received as white static on iPhone 17 Pro

Brand new IPhone 17 pro. When I try to send a photo with a markup on it, the person receiving is only receiving a blur or white static. This only occurs on photos the phone has taken and not with screen shots. I have tried other edits on the photos, but it is only doing it with "markup". This is occurring with both apple and android users. I have had other people send me markup photos, and they come through normal to my phone
