New ipad 256 only allows 1.56GB for photos
This is a new 256 GB ipad, ios 18.0 and it onlys allows 1.56 GB for photo storage. Available storage says 221 GB. How can you reallocate the amount used for photos?

There is no such limit on the amount of onboard storage used for photos other than the total space used for all purposes. What message are you getting that suggests to you that you are hitting such a limit?
On the other hand, if you are using iCloud Photos, the default limit for all purposes is only 5GB, so you could easily bump into that with a small volume of photos (plus the usual synced contacts, calendars etc.). The message should be different, though, and should mention iCloud specifically.

There is no limit or restriction for the amount of photos Photos on device.
Where are you seeing this limit exactly?
Do not confuse iCloud Storage with Local device storage capacity though.
