App Store is not hiding when Content Restrictions are enabled

I have an iphone 16e with iOS 18.7. I have downloading apps set to 'Don't Allow' under Settings > Screen Time > Content & Privacy Restrictions, then tap iTunes & App Store Purchases > 'Don't Allow'. I do this to hide the App Store. However, the App Store is still visible and I'm able to download apps. Is there a way to fix this?
