Mark up tool bar in photos

In photo mark up on my iPad, if I try to place the tool bar at the top of the screen, the tool bar doesn’t go to the pre iOS 26 location, at the very top of the photo. It now sits about an inch from the top and covers part of the photo. I know the bar can be moved to the sides or the bottom, but none of these locations, for me, are convenient.
