Tap card cannot add in Apple wallet

I resign my Apple account in the same iPhone, so I re-add all cards by selecting previous cards in wallet, only Tap card cannot be added, it said card device issue. But I am definitely sure I don’t have other device or add in other devices. This transit card was added into Apple wallet directly before, so even I can’t find it in Tap app using my account. Does anyone know how to solve this problem?
