virtual TAP card Balance won't transfer to new iPhone

Aloha apple - I got the virtual tap card from on my iPhone and added it to my wallet. I loaded it $50, my phone got smashed and got a new phone! Previous cards in wallet shows it there but can't add to new phone - I contacted Tap website they say w no physical card # and no balance protection purchased they can't compensate me. So I sent them the cc statement that shows the purchase, date and name and acct. a charge to LA Metro $50 .... now what apple ? Thx
