In "Photos" app, I have a pop up that says "Enhancing Photos". It does not allow me to use the "Photos" app. I have tried a restart. No go. There is a small horizontal pop up that says "Enhancing Photos"

Try a forced restart on your iPhone:
Force restart iPhone - Apple Support
This is different from a simple Power Off. I had to continue holding the button down past the "slide to power off" message, and then I released the button only after the Apple Logo appeared indicating a re-start.

The problem was on my Macbook Pro, 15.6. I got up this morning and did a restart to the computer, and that cleared it up. I don't know why I did not do this earlier?

Hmm. The title said "Photos app on iPhone," but I see that it says "[Re-Titled by Moderator]" -- they usually include the original title when they do that.
In any case, I'm glad that restarting worked (as it often does!)
