Unable to add Mastercard to Apple Wallet on my iPhone that was purchased in China

Hi,

apple wallet always failed to verify.

I bought this iphone 16 pro from China, but living in Sweden, my mastercard and visa works well with my old iphone 14 and iwatch.

Now, I try to setup iphone 16 pro, I have checked everything is correct, including country/region, two-factor auth, according with some guidances on google.

Any advices on how to fix?
