My Mac Mini does not shoe Touch ID in Settings. Will this magically appear if I buy a touch ID equipped magic keyboard?

Touch ID does require an Apple Magic Keyboard with Touch ID function.
It would be typical of a Mac not to present System Settings that it cannot use, e.g. no Touch ID settings if there is no keyboard with the feature.
So, bottom line, yes, the feature settings should appear if you buy a Magic Keyboard with Touch ID.

Also the Mac must have an Apple Silicon CPU (M1, M2 ... 2020 or later). Touch ID will not work with Intel Macs, such as the 2018 Mac Mini.
Just replaced my keyboard with a new apple keyboard with touch ID and everything is good. Thanks to all for your comments and suggestions.
Your 2015 keyboard won't have the Touch ID capability. That capability wasn't introduced until 2021. You would need to find a USB fingerprint unit that would work with your Mac but it would cost about ⅔ of a new Apple keyboard and its reliability would not be as good as the Apple keyboard.

The OP’s original titled indicated they have a Mac mini M4, so they should be good to go.
Thanks, all. That's what I figured but didn't want to buy a new keyboard (I'm presently using the keyboard from a 2014 iMac) then find I don't have the needed software. I did check but couldn't find an iTouch app in the Apps Store.
