Network access denied from Windows 11 VM in Parallels on MacBook Air

A difficult netwok problem with one path within Windows 11 in a Parallels 20 VM on a MacBook Air M4. Withing the macOS environment, the network works as it should. I can access the internet, see the network printer, both see and log into my ancient Win 7 notbook and my Win 10 computer. But from within the Windows 11 in Parallels, I can see the Win 10 machine but am denied access. From my external Win 10 computer and the Win 7 computer I can see the VM Win 11 on the MacBook, but again am denied access. I have file sharing turned on, enabled SMB file sharing, turned off firewall programs, done other things suggested in MS support and reset the MODEM. Any hints or guidance would be much appreciated.

What "firewalls" are turned off - the Windows ones? Do the Windows machines think their network locations is private or public? If public, they automatically disable network access - and the fact you can "see" the machine may not mean much (depend what icon you see - the "there's something on this LAN segment" icon, or the "there's a server I can connect to" icon...).

I'd start inside the Windows computers, to be honest. Highly unlikely this is from the Mac.
