Unable to purchase flight ticket for a family member using my Apple Pay

I’m having trouble using Apple Pay to purchase a ticket for a family member. Probably one purchasing the ticket. I’m doing it through my airline account with a registered family travel member. When I go to pay, Apple Pay doesn’t work. It doesn’t matter if I use Apple Cash or one of my saved credit cards.

Is this because For security reasons Apple Pay will only let you pay for a ticket in your own name?
