trying To add a card to my wallet on my iPhone XR it says to try again later or contact the card issuer, I did that and they say that there is no blacks or anything to stop me from adding it so I text you to find out what’s going on

It's truly up to the card issuer to allow or not allow you to set up their card to the Wallet. If the issuer cannot help, then your only option is to try a different payment method. Apple cannot help with this.
