Facebook will not open on new Ipad, forgot password and can’t reset it. They keep telling me that they are sending a code to text message, but never receive it!

Your ipad can't receive SMS unless you have an iphone set up with text forwarding.
Facebook is META product, you need to ask them for another option.
Not an Apple or Apple device issue.
