when the arrow appears and I click it to start a video, it works...for about 7-8 seconds and then stops. if I tap it again it start again and continues. The reverse when I it the II pause button - I tap it, walk away and it a few seconds it's running again.
Any tips to fix this?

First off, I would try on a different browser to see if this issue still persists. (Safari, Chrome, etc.)
You can also try if there is some touch interference, make sure the screen is clean and responses to touches perfectly.
Lastly, try to disable bluetooth and check your AirPods, etc. Sometime bluetooth accessories could cause the video playback to pause, e.g. when removed from ear, or some sensor sends a pause signal.

Hello~ What version of iPad 18 iOS are you on? Have you restarted your iPad? I think in iOS 18.2 this may have been solved by going to Settings > Apps > Photos > Then toggle Loop Videos off.

Thanks. I'm on 18.4.1 now but this has been going on for the last few months or more...finally driving me nuts and have a few minutes to try to fix it.
I wasn't clear about which videos were misbehaving. It's not photos...it's any streaming app showing tv shows or movies....like Netflix, amazon prime, etc

Thanks for the thoughts. It's not a browser based issue. I see now that I was not as specific as I should have been.
It's videos I watch in streaming apps like Netflix and Prime etc.
I did clean the screen and check that bluetooth was on and off (though it happens with and without the air pods).
Still hoping :-)

I've done that (for other reasons) many times...no relief. This happens on wi-fi and cellular and in any location. I take the iPad to watch movies etc when traveling and it's the same in every city.
I'm still hoping there's some iPad setting I have wrong...
