Some iTunes Match Uploaded Songs Do Not Download

Of my over 22K songs in iTunes Match, over 4k have a Cloud Status of Uploaded. When I try and download these uploaded songs, 174 songs do not download on Mac or on iPhone. For each song that does not download I get two error messages: (1) "This item cannot be downloaded. This item you have requested is not available for download."; and then (2) "There was a problem downloading {artist}/{album}{song}. An unknown error occurred (7608)." These songs do not stream either.

Other uploaded songs from the same albums as these 174 do download fine.

I am running latest Mac OS 15.4.1 and also iPhone iOS 18.4.1.

I had backups of all but 19 songs so not as grave a situation as I thought. But makes me wonder why Apple lost all these uploaded files or won't let me download them.
