While working on a Numbers sheet, this green opaque oval object appeared. It is locked on every screen, even the Numbers start-up screen, and I can’t select or move or remove. Help!

Just like 6×6 mentioned, force quitting Numbers and reopening it (swiping up on the desktop to show app icons, then swiping up on the Numbers app to close it) should get rid of that oval.
There’s also a theory that it might be related to Zoom. You can check this by going to Settings > Accessibility > Zoom and seeing whether the feature is turned on or off.
All in all, it seems to be a bug.

This is the icon for the "local zoom". Some users have seen it locked on the screen too. Try to quit Numbers completely and reopen it.
If the issue persists, uninstall Numbers and reinstall it from the App Store.
Or try powering down your device completely (so the Apple logo appears when you restart it).

Thank you OliviaMarsh and 6x6, the force quit worked. I have (and had) Zoom turned off so that doesn't seem to have been the issue. All set now.
