Can I switch my daughter's secondary Apple ID the primary one without deleting iCloud data?

I have a primary apple id and a secondary Apple ID my daughter uses. She now wants to manage her own Apple ID. Is it possible to make her secondary Apple ID a primary id and not lose all the data /photos she has stored on iCloud- there are too many to download to phone?
