It is not clear what you are asking.
There is no such thing as iPadOS 11, as Apple did not start using the term iPadOS until the release of iOS 13 and iPadOS 13.
You can update an iPad mini 3 to the latest release of iOS 12. You cannot update it to iPadOS 13 or higher.
