phone says 21,000 messages in the cloud but when i log into my icloud account i cant even find a way
to access them , read them or delete them. What good to save them if you cant even see them?????

You cannot view your messages by signing into iCloud. That has never been possible and the only way to view them is from your device when you turn on iCloud Messages to sync them. The purpose of using iCloud messages is to sync them across devices signed into the same Apple Account, not to view them in iCloud. If you do not have another device or care about syncing those messages, then you do not even need to have iCloud Messages turned on.

What type of messages?: eMail? or Text?

Add the eMail Account(s) Back:
If these are eMails, then remove the eMail account(s) for the Mail app, and then add it/them back. Go here: Add and remove email accounts on iPhone - Apple Support
Try to turn off texts under icloud. Also try to go to settings, apps, messages, scroll to keep messages on your device for 30 days it will delete older texts that are more than 30 days old.
yes i have tried this recommendations on both my iphone 16Pro and my MacBook Air 18. Perhaps the question is
is my MacBook Air running Sonoma 14.3.1 capable of this action?? I find it unable to update to 14.7 and Apple says
its not able to update to Sequoia 15. Would this explain this issue of not retrieving old text messages?

No. The incompatibility would not play a part. So, what happens when you try syncing this through iMessage, as I mentioned in my prior reply.
