Forwarding .doc attachment on iPad including loop

Sometimes when forwarding a previously viewed .doc attachment on my iPad the include process goes into an infinite loop. The attachment was just viewed and closed prior to the forward. I also checked my internet connection with Speedcheck and I was getting bandwidth. I am on a VPN and it is connected. It’s an iPad mini 6th generation and software is up to date. I have over 100gb free on the iPad. When tried on my iPhone it works just fine.
