I dont know that this is but it pops up periodically. Ive seen instruction pathways to resolve the issue for other versions but they do not seem to apply or work.
Im not using Siri or any kind of voice recognition app on my mac.

The current stable release of Sequoia including bug fixes, security updates is macOS 15.4 - I would start there

Turn off speech downloader pop up in Sequioa 15.3.2
