How can I stop photos library from appearing on my desktop?

Give this a try: boot into Safe Mode according to How to use safe mode on your Mac and test to see if the problem persists. Reboot normally and test again.
NOTE 1: Safe Mode boot can take up to 3 - 5 minutes as it's doing the following;
• Verifies your startup disk and attempts to repair directory issues, if needed
• Loads only required kernel extensions (prevents 3rd party kernel/extensions from loading)
• Prevents Startup Items and Login Items from opening automatically
• Disables user-installed fonts
• Deletes font caches, kernel cache, and other system cache files
NOTE 2: if you have a wireless keyboard with rechargeable batteries connect it with its charging cable before booting into Safe Mode. This makes it act as a wired keyboard as will insure a successful boot into Safe Mode.
Does that mean you reinstalled the OS? or Did you reimage your Mac (clean install of OS, apps, files)?
In other words, when you reset back to factory settings, did you then have to reinstall all your applications and files ?

Apple M1 Pro running 15.4.1 (but issue started in 15.4)
I do NOT use iCloud Drive. Issue occurs in safe mode. Removing file extension causes replacement photo library files to reappear (even in safe mode) upon reboot.
There are NO files in the photo library package, simply a bunch of nested empty folders.
These 2 photo library files (which are not functional libraries) show up again whenever I reboot (after all background processes have loaded...about 1 min after I log in). The only time they don't reappear is if they are already there.
I've already tried reinstalling the OS (How to reinstall macOS – Apple Support) Didn't change anything.

not sure what you mean by "make a new user". in every one of my responses to you, I'm simply replying to your comment. As you can see in the attached image. Where it shows up in this thread is anyone's guess.

I don't believe I'm authorized to create a new user on this corporate managed device, which frankly will be refreshed (replaced) in January. Unless Apple addresses in an update fix (crossing fingers, but not expecting much), I'm going to have a new Mac in a few months (at which point this issue becomes moot as I plan to perform a fresh install and only migrate files over)
the problem still there for me.

always reappear after screen capture.
Maybe a reset of the screen capture preferences can solve the problem (need to find a way to delete preferences in the library)

iCloud is not involved in my problem.
iCloud Drive is disabled on my device.
Issue occurs even when rebooting in Safe Mode
Removed files using Terminal command rm -rf and they still reappeared after reboot

Wow-- that's a pretty much a nothing folder! What happens if you remove the extension, so it becomes "Photos LIbrary" rather than "Photos Library.photoslibrary?" Will it delete?

nope. rebooting simply recreates the originals with the .photoslibrary extension.
