Purchased wisosteuer 2025 in Appstore which can be used on 3 ios devices. However i have no activation key leaving me unable to use the app on anything but the system I purchased it on. I have written to apple support and not received a reply could this be viewed somewhere other than my apple receipt or paypal payment which both again have nothing

Most apps should have a “Restore Purchases” button within the app on the app subscription/payment page. Otherwise you can reach out to the developer, see How to contact an app developer - Apple Support
Having contacted the developer, there was the option from my original app installation to grant access to a phone/ Tablet, which solved this issue, but believe that having the activation key on my Appapp store receipt would have simplified the process. Thank you for your feedback.
