Unable to add Cash App card as payment method
My card has money and I don’t have on going subscriptions, the billing address is still correct and it’s not letting me add my cash app card.

Do you mean adding it to your Wallet?
It is the bank of the issuing card that approves/deny adding it. Apple has no information about the account holder of the card to make that decision. Once the bank approves the card to be added to the device, the bank will send a unique token that allows it to be added to your Wallet. Apple sends the bank your information such as name, billing address, and age so the bank can make an approval decision.
Some banks don't support Apple Pay at all, so you can verify if the bank used by your Cash app is seen here:
