When I try to add a credit card to apple wallet in iphone, it says the card is already in apple wallet. i had accidently removed it and it does show show up when I double click. it tried to go to icloud settings and delete it there, but it does not appear there either,

You need to open the Wallet app and look for the card in Previous Card section. Double clicking the side button does not open the Wallet app. When you double click the Wallet app you’re activating Apple Pay, preparing your default card and authenticating the transaction using Face ID.
