If you want dictation then Dictate messages and documents on Mac – Apple Support (UK)
If you want to record your voice then there's a voice recording app in the applications list.
It took 10 seconds to find these on Google.
If you need to record or use your voice in Voice to Text on a Mac Mini you'll have to get a USB microphone as the Mini doesn't have a built-in microphone. You can't use you iPad with your Mini as a camera and microphone but you can use an iPhone.
Yes, you can do dictation on a Mac mini ... but you need an external microphone to do it ... a USB mic unless you want to invest in a more complex setup that would include an analog mic + audio interface. It depends on your needs.
USB mics range from cheap to expensive. Some good choices include the Audio Technica ATR2500, Logitech Snowball, Logitech Blue Yeti, Samson Q2U ... there are lots more.
There are also USB headsets with built-in mics that may be more useful for dictation.
