Apple Watch give a message: apparaatvrije tijd. When it apears, i can not use any app. It blocks everything. I don t know how to switch Off. Is there anyone who can help me?

It appears that whoever controls your watch, your parents perhaps, has set up Screen Time. The controller would have to remove the constraint. No one here can help you get around the Parental Control.
