How can I restore missing actions in the Shortcuts app?

I have a M4 Mac Mini Pro that shipped with Sequoia v15 on it. The Shortcuts application is installed by and updated by the operating system. It is not available from any other source.

When you first launch the Shortcuts app, click on Gallery in its sidebar. Those are the prewritten shortcuts that Apple provides. Anything else, you will need to create yourself. You do that by choosing Shortcuts > File menu > New Shortcut. That will open a blank window and if you click on All Actions, that will list the provided actions from which you can construct a functional Shortcut.

Some macOS Shortcut actions are simply not available on iOS/iPadOS and vice versa owing to differences in platform implementation.

Yes, all my otherwise created Shortcuts appear. All Apple created Shortcuts appear.

No _ACTION_s appear. A new shortcut can't be created because no actions are available.

Okay. New M4 Mac mini. No actions in Shortcuts app, just as above. Shortcuts is in my Applications folder. There is no update available through App Store. Where do I find the app to do a reinstall? Do I need a system update on a fresh out of the box functioning M4?

Shortcuts in my Admin User account has Actions

Shortcuts in my main user account does not show any Actions.

The accounts are otherwise identical.

Looks like a privileges problem.. ??

I deleted the Admin account thinking it m ight be part of the problem. I think there's some confusion in the accounts settings and access. How is my second - now only - User account not connected to something?

The User accounts on the previous M1 all have a complete set of Actions available in Shortcuts app. It also was on the beta. BTW there is no way to copy Shortcuts app from that M1 networked machine, nor the user folder over to the M4. Sooo...

I just did a test with a new user setup, if you create a new user and do NOT move the account to the external drive, then Shortcuts works and is populated with no issues. If you move the user account to the external drive, the shortcuts do not work or are not populated.

Will have to try and find what would be required to copy to the external drive for this to correctly work.

No. I was hoping the 15.3.1 update might fix things, but no.

Oddly recently I was doing a workaround by creating the new Shortcut on my iPad, waiting for the sync then running and testing it (against the target on the Mac) on the desktop through Shortcuts. :-) That worked fine, except my physical desk space is pretty tight :-)

So where are Actions stored? Why can't an account access them? It looks very much like a permissions problem. Way outside my pay grade.

No, I have not fixed it. I still think having the home folder on an external drive is one of the circumstances that can cause this. This is the only issue have with the home folder on an external drive.

Noting recently I downloaded some Shortcuts from the Gallery. Later I noticed they were also shared across my other devices... so... iCloud... somehow...

are Actions kept as part of the app somewhere in iCloud that my User account can't get to?

Yes, my user folder seems to bear the blessed Home icon...

Do you also have the home folder of your user account on an external drive.

I have and I suspect that might be the issue.

I agree, I have the exact same issue (where the administrator account has the actions, but the user does not have any actions). did you ever find a fix?
