How can I restore missing actions in the Shortcuts app?

Creating this as it might be helpful to other users, but this is resolved for me.


I restored an iPhone Se 3rd gen using a backup of an iPhone 12, and immediately noticed the list of available actions was extremely low. I couldn't run a shortcut, get network details, or even send a message. Weirdly, coping over a shortcut would work and it would run as usual.


Apple Support couldn't figure it out, but suggested I reinstall the Shortcuts app, among other options. In my case, the reinstall seems to have done the trick. I opened the app, searched and initially saw nothing. But after a minute or so the full list appeared and is working.

I have a M4 Mac Mini Pro that shipped with Sequoia v15 on it. The Shortcuts application is installed by and updated by the operating system. It is not available from any other source.


When you first launch the Shortcuts app, click on Gallery in its sidebar. Those are the prewritten shortcuts that Apple provides. Anything else, you will need to create yourself. You do that by choosing Shortcuts > File menu > New Shortcut. That will open a blank window and if you click on All Actions, that will list the provided actions from which you can construct a functional Shortcut.


Some macOS Shortcut actions are simply not available on iOS/iPadOS and vice versa owing to differences in platform implementation.

I just did a test with a new user setup, if you create a new user and do NOT move the account to the external drive, then Shortcuts works and is populated with no issues. If you move the user account to the external drive, the shortcuts do not work or are not populated.


Will have to try and find what would be required to copy to the external drive for this to correctly work.

No. I was hoping the 15.3.1 update might fix things, but no.


Oddly recently I was doing a workaround by creating the new Shortcut on my iPad, waiting for the sync then running and testing it (against the target on the Mac) on the desktop through Shortcuts. :-) That worked fine, except my physical desk space is pretty tight :-)


So where are Actions stored? Why can't an account access them? It looks very much like a permissions problem. Way outside my pay grade.
