iPhone markup reducing photo size

Hi,

I have an iPhone 13 and for the last month or so every time I use markup on a photo it dramatically reduces the file size and you can see loss of image quality in the highlights of the photo making the image appear very flat. I use mark up lots and this has never been an issue until recently. I can’t figure out how to fix this. Can anyone help please? Thanks
