I tried to download a song to use in a video I am making and the only way it let me was to buy it for a friend and i gifted it to myself. I redeemed the code but it won't let me download it.

I've been to the iTunes Store (in High Sierra) but though my account was open, and I could search/see all the music, and play Previews, there seemed to be no option to buy any track, only 'Gift it to a friend'. I thought i i would try what you did and gift it to myself, but it asked for a payment method even though I've always had an active credit balance!
One thing I did notice - when in the Store, it didn't call itself 'iTunes' but 'Music'. Perhaps the rules have changed?
