when I tap the squiggly lines, I get a response that my photo cannot be uploaded!
If you have "Optimize Storage" turned on, then while you can view your pictures at any time, editing requires bringing in the original from iCloud Photos over the internet. So you need a good connection.
The Edit icon
is meant to remind you of image adjustments,
rather like a audio equalizer.
