Apple gift cards with partial redemption codes

I just purchased 10 apple gift cards at target. 6 of them had partial redemption codes. I called target and they said it’s an Apple problem. I called Apple, 4 calls, 3 hours on the phone. Had to fill out forms, send pictures, and still waiting for a reply! Have to go through a review process and then at “their discretion” they’ll let me know if I will get new cards or replacement codes, of if I’m out $600. I am devastated that the onus is on me when the cards themselves were defective. I’ve been a loyal Apple customer forever, but now I’m holding on to slim hope that they will make this right. Awful experience!
