Offloaded apps not reinstalling on iPad
To get iOS update on iPad I needed to offload some to free up space, now they won’t reinstall?

Apps can only be re-installed while they remain available for download from the Apple App Store. It follows, therefore, that if an App has been withdrawn from App Store by Apple or the App Developer, you'll not be able to re-install the App.
As such, you might be best advised to verify availability of any App that you intend to offload before doing so.
