Check your Purchase History. I suspect there is another charge in addition to your iCloud storage:
View your purchase history for the App Store and other Apple media services - Apple Support
Also review if you have any active subscriptions that should have been cancelled.

That is weird, can you try again to see if the issues persist?
there also is no iCloud storage that costs that amount for as far as I know
it’s still doing itit says declined cause i have 1$ in for the supposedly 99 cent purchase
