Unable to accept new iCloud Terms and Condition on my iPad

I can not get into my IPad’s i cloud account to accept its new terms and conditions. It continues to say that it is not available right now to do that (this has been going on for days)

Getting an error message when you try to accept the new iCloud terms and conditions? Update your device.

When you try to accept the new iCloud terms and conditions on your iPhone, iPad, or Apple Vision Pro, you might see an error message that says: "Cannot Complete Action. This action cannot be completed at this time." To fix this issue, update your iPhone or iPad to the latest version of iOS or iPadOS, or your Apple Vision Pro to the latest version of visionOS.
