I got my tablet only just a few days and directly updated to IOS 18.1. In the settings menu there is no option to enable scribble in the Apple Pencil tab. I wondered if this option to turn handwriting into text with scribble is still available on IOS 18.1 or maybe because the language setting of the device is in Dutch.
I already performed a hard reset of the tablet but that didn't help either.

Whether or not Dutch will ever be supported by iPadOS is known only within Apple.

I found the answer to my question and wanted to share it with you.
If you don't have the possibility to enable handwriting to text on your iPad, it's probably because you don't have this option for the language that is installed on your device. My device had only Dutch as preferred language. I added English on my iPad and kept Dutch as main preferred iPad-language. And boom I could enable 'scribble' that in my case was called 'Schrijven'.
This option is available in the tab Apple Pencil in the settings menu.
