After updating my iPhone 6s Plus it will not allow me to accept terms and conditions for use of iCloud. It just buffers when I tap continue.

My problem started after I did the latest update. The update appeared to be successful until the screen said, now you need to accept new iCloud terms and conditions. Tapping continue causes buffering that never stops.

When you try to accept the new iCloud terms and conditions on your iPhone, iPad, or Apple Vision Pro, you might see an error message that says: "Cannot Complete Action. This action cannot be completed at this time." To fix this issue, update your iPhone or iPad to the latest version of iOS or iPadOS, or your Apple Vision Pro to the latest version of visionOS.
I have the same problem. Updating iOS didn’t fix it
I guess your only alternative is get hold of Apple Support to see if they can rectify the problem
